I suspect the inspiration for the setting was Donald ranting and making accusations that Mexico was full of thieves and rapists on his campaign trail. Ubisoft took this alternative reality as inspiration and based a game around what was clearly fiction. Then the American people did something Ubisoft never expected and voted for Donald as their President. As Donald’s success would suggest the majority of Americans believed Donald’s accusations, Ubisoft then decided that a Mexican setting would damage sales. So instead they threw a dart at South America and it landed in Bolivia. Of course choosing an imaginary country would have been far more sensible. Paz John Mitch.
